Every company we have built one of these for arrived with the same four, and never called them systems.

The biometric device

It holds the attendance. Somebody exports it, opens it in Excel and re-keys it into payroll twice a month.

The chat thread

A leave was approved in it. In March, nobody can say by whom, and the leave credit was never deducted.

The folder

The Notice to Explain is in it. Whether a Notice of Decision ever followed is a question for whoever kept the folder.

The once-a-year panic

13th month, SSS, PhilHealth, Pag-IBIG and withholding: five calculations, done by hand, under a deadline, by one person.

Nine documents in a fixed order. Each one is the reason the next one can exist, which is why a spreadsheet can hold any of them and a business cannot run on nine spreadsheets.

You cannot suspend somebody in one click.

This is the refusal that tells you whether the people who built your HRIS have ever sat in a labour case.

Why would an HR system refuse to record a decision a manager has already made?

The twin-notice rule. A penalty imposed without the NTE, the employee's written explanation and the NOD is the one that comes back from the NLRC as illegal dismissal, with reinstatement and backwages attached. Any system can store a suspension. This one refuses to create the document that loses the case, and keeps the NTE, the answer and the NOD chained to the violation so that, two years later, the file defends itself.
